The state's Coastal Commission, after a short discussion Friday, unanimously rejected requests by Cardiff residents for it to become involved in a dispute regarding an Encinitas sports park project. Commissioners said the city's plan for the 44-acre Hall property near Interstate 5 has become controversial in the community, but found no "substantial issue" of statewide concern related to the project.
